In Wanchy-Capval (Seine-Maritime), a Guichet truck for the forgotten campaigns
Time seems to be arrested this Tuesday morning in Wanchy-Capval (Seine-Maritime). Not a cat on the horizon. Suddenly tumbles a large green truck in the parking lot in the multipurpose room. The famous “76 mobile” which, since January 2024, has been traveling the department to meet the most distant residents of public services.
The concept is inspired by the vaccinbus tested during the Pandemic of Covid-19. “At the time, to accelerate the vaccination campaign, we had rehabilitated and equipped two former buses so that we can treat isolated people, far from radars,” says Bertrand Bellanger, president of the Departmental Council. The objective with the 76 Mobile is to push the fight against territorial fractures even further.
“In rural areas, we see too many citizens missing social benefits because they cannot move, that they do not get out of it with the Internet, or simply because they do not know their rights,” he regrets. Hence the idea of going to them again and accompanying them for free in their efforts. »»
The first phase of the experiment began in January 2024 in the most industrial and poorest part of the territory which extends from Blangy-sur-Bresle to Tréport. It was then extended to the country of Bray, around Forges-les-Eaux. “In small country villages like ours, people rarely ask for help,” says Olivier Boinet, mayor of Wanchy-Capval. “They are used to managing themselves. But when you get older, it becomes more difficult to move. This additional service is therefore necessarily appreciated. »»
Solidarity in action
Each permanence, three voluntary agents are mobilized to accommodate users with or without appointment. Today, it’s Marie-Charlotte Hayraud’s turn, social worker in Gournay-en-Bray, with two colleagues, a medico-social secretary and a digital advisor. “This“ to go to ”approach is complementary to my work in a medico-social center. Three -quarters of the people we receive here, I don’t see them otherwise. For them, coming to the bus is undoubtedly less stigmatizing, less anxiety -provoking too. We share a coffee, we discuss, the climate is more friendly. »»
She barely has time to connect the coffee maker than a large blonde in sports outfit arises in front of the door: Florence, a 63 -year -old former nurse. She heard about the 76 mobile thanks to a prospectus deposited in her mailbox and desired to know more. “Can I proceed for example to renew my passport or my identity card?” She asks. “If you have proof of address on you on your name, yes, without problem,” replies Wendy Haye, a digital advisor who also provides permanence. Missed. Florence did not think about it. It will therefore have no choice but to make its predemand online via the France Titres site (former national agency of secure titles) but thanks to the precious advice provided by Wendy, this should be a formality.
Collective work
Financial allowances, right to retirement, housing, etc.: user requests are varied. “We have a lot of questions about energy renovation premiums or aid for the elderly,” explains Kelly Pestel, medico-social secretary. When we do not get the answer, the three of us are trying to identify at least one resource person.
Working in transversality is very enriching, because we learn much faster in contact with colleagues. It is also beneficial for the user who never leaves empty -handed. A man in his sixties arrives in turn to permanence. “What brings you?” »Asks Marie-Charlotte. “Currently, I am asked for individual sanitation (Treatment of domestic wastewater, editor’s note) “Says François.
“We were suggested that the pension fund could participate. I would like to know what it is. Marie-Charlotte advises him to make a request to his supplement as soon as he has the work quote. “I find it a good initiative,” he says. If you need information, you can do a search on the Internet. But having people in front is better. »»
Success recipes
- A mobile service. Since 2024, the Departmental Council has organized a tour in the countryside. A total of 132 municipalities were visited in a year and a half, which made it possible to receive nearly 600 people. A second tour will be carried out from September 2025 to June 2026 in the same territories.
- Volunteers. Five agents take turns to ensure permanence over five days. A mission that they provide in parallel with their work in a medico-social center.
- An evaluation. After each phase of the experiment, the device is evaluated. The objective is to make the best use of public money.
